After spending some time rebooting the thing, I think I can conclude
that it can always hang at ifconfig time, whether it's a soft reboot or
a power cycle, but the more stuff I have plugged into USB, the less
likely it is.  I've been experimenting with from none to three external
items plugged in.  I'm leaving the cabin today, so the Pi will be all
alone for a while (it manages stuff up here, including turning on the
heat for us before we arrive).  I'm leaving it with what I happen to
have available to leave behind: that WiFi stick, and an old Ubikey I
found on my keychain.  :)

There's an error message during the hardware initialization phase:

uhub0: illegal enable change, port 1

As can be seen from the attached dmesg.boot, that's an internal hub to
hub port.  But that message is there whether it subsequently hangs or
not, and I can see no differences during hardware detection when it
does.  Still, the network device, and everything I plug in externally,
is behind that port, and nothing else is, so it seems relevant.
