What problem are you trying to solve?  Too many packages with lots of overlap between the pairs?  If that is the case, another option is to build a tool that makes package construction/maintenance easier.  Presumably it would be able to manage both packages (base/doc) at once and keep them in sync.  That would reduce maintenance but not the number of packages.
