I agree that it's time (or perhaps past time) for 1.3 to be removed. apache 2.0.65 was released in June of 2013 (or at least that's the timestamp in the tarball). So while it's crufty, it's not really dead upstream, and surely there are users of it in pkgsrc. (I agree that people using it should migrate, but that's different from removing the package.)
