You can narrow down the culprit a bit by using 'ps axww'. You get somthing 
like

1412 ?      Il    0:05.17 kdeinit4: kdeinit4: kdeinit4: kded4 

I used to see heavy usage by kded4 until I enabled kqueue for qt4. I have on 
occasion seen looping in, I think, plasma-desktop. Sometimes killing the 
process helps (and restarting if needed). Recently my system (amd64) has been 
working OK, however.
