It works for me in pbulk (just forced a fresh rebuild to make sure)...
oh wait, I see why, those files are conditional on the java option,
which isn't turned on by default.

I can't figure out where in the source archive those files come from.
I'm wondering if maybe they're emitted by javadoc and thus vary
depending on which Java environment you're using...
