How to check the availability of all binary packages before installing them?

Hi,

I want to download binary packages on one host and check if I got all needed 
binary
packages there without installing them. That would make it possible to install 
them
on another host which has no internet connection.

How can I do that, especially if a package has several levels of packages which 
it
depends on?
