Its not a program you run as root from the console.

Since your using KDE:

Create a file ~/.kde/env/gnome-settings-daemon.sh containing:

==== start of file ====
#!/bin/sh

/usr/pkg/libexec/gnome-settings-daemon &
==== end of file ====

$ chmod 755 ~/.kde/env/gnome-settings-daemon.sh

log out from KDE, log back in. If you dont want to do that, then open up
a terminal window, and type
"nohup /usr/pkg/libexec/gnome-settings-daemon &"
