Apply trunk commit to src netbsd-11 branch for brotli update

Hi, let me know if this is the wrong place for messages like these.

I noticed that my builds of the netbsd-11 branch failed because the
changes to two files under src/external/mit/xorg/lib/brotli/ on trunk
had not been added to the netbsd-11 branch of the src repo (these go
hand in hand with changes made to xsrc/external/mit/brotli/dist/ that
*were* added to the netbsd-11 branch of xsrc).


In particular, these two patches need to be applied to src's netbsd-11
branch:
