My guess is that a graphics driver is being attached, which goes badly.
I recently booted a 11.0 install image on USB on two ~5 year old Dell
systems and a 2010 imac (for some reason old computers flow to me for
fixing up from various people), and on at least one, attached radeon
broke it.  I ended up dropping to boot menu, and "userconf disable
radeon*".  That was annoying, so I disabled radeon and similar in
GENERIC and rebuilt install media and have been using that.

On another old dell:

  i915drmkms0 at pci0 dev 2 function 0: Intel UHD Graphics 630 (rev. 0x02)
  Intel Core 6G Gaussian Mixture Model (miscellaneous system) at pci0 dev 8 function 0 not configured

and that works.    Try "disable i916drmkms*".  See boot(8).
