I'm unclear on this.  You could read the code in pkgsrc, for
mozilla-rootcerts-openssl, for security/openssl, for mk/ssl.mk, and do
on.

I suspect that almost everyone who works on pkgsrc has upgraded to 10,
11, or current and thus they don't encounter this.
