There definitely looks to be some kind of NetBSD issue - it would be
different (not better for you perhaps) if the drive was never recognised,
that would just mean that for some reason, we don't support it, but for it
to be correctly recognised if connected at boot, but not when connected later,
indicates that it should work, but some bug is preventing it.

If you haven't already, testing with a kernel from a build of HEAD might
help, you can retain everything else, just boot a 9.99.52 (or whatever
you can find about there) kernel in case there is something that has already
been fixed beween when 9 was branched and now.
