Something like 169.254.x.y ? That's a link local address and is
configured if there is no DHCP response.

Apparently the interface does not work. Bad interrupt routing can be
an easy explanation, but difficult to fix.
Please try to capture the boot dmesg (saved as /var/run/dmesg.boot) so
that someone can look at it.
