Yes; you can just mount a usb install image and add packages to it.  You
will then need to run pkg_add with the right path.

Or, you can make a second stick with the packges, install, and then once
up log in on the console and add packages.

If you're trying to script everything to install 100 systems, that's
harder, but just bringing in packages isn't much typing.
