Exactly. That's why it depends upon the ISP and how they config things.
Either they provide a static address, and it simply gets configured,
or the ISP supports the DHCPv6 prefix delegation option, and along
with the assignment of the address for the link to the ISP, there
can also be (one or more) additional prefixes to use for internal config.

Probably, but that may because his DHCP request isn't asking for a prefix.

Where it comes from is the issue here - it all depends upon the ISP.
It is possible the ISP will only provide a single IPv6 addr, though that
would be a horribly defective IPv6 service. More likely more is available,
the question is with that particular ISP, how the more gets obtained.
The prefix obtained should certainly be a global (and routable) prefix.
Configuring a local prefix (non routable) is certainly possible, but not
very useful alone.

That should only be required if some of the default parameters need to be
altered. If the default values are OK, then rtadvd will supply them without
the config file.
