Finally got this up and running on my i386.  It appears the problem was either 
a marginal motherboard battery (clock was doing strange things) or the 
configuration of ipfilter I've been using for years on previous versions of 
NetBSD.  I replaced the battery and converted from ipfilter to npf and things 
seem to be running and stable now.
