2 things:

1. It's not a PR ("problem report") unless you open one here:

You should only do this if you are reasonably sure that there is a
software bug that needs to be fixed, and you've searched and not found
a similar bug already open. If you're not sure, you can ask on
netbsd-users.

2. The tech-kern mailing list is mostly for developers who are making
decisions about kernel code - what to include and not include,
philosophical decisions about what directions to take, and - sometimes
- major bugs within the kernel.

If you're in doubt about something, netbsd-users is always the place to start.
