Yes.

No, it stopped being maintained arond the days of NetBSD 3 (or earlier)
and couldn't possibly cope with current systems (as it was).

You could still find it in pkgsrc's CVS Attic (it was sysutils/adjustkernel)
if you really want to resurrect it.
