Becase /etc/wscons.conf is processed on system's boot time by
/etc/rc.d/wscons script.

If you plugin a USB keyboard after that, a USB keyborad has kernel's
default keymap.

You can change keymap with wsconsctl(8) and you might do easily with:

        # sh /etc/rc.d/wscons restart

But I don't test it really works.
