trouble building

I am trying to cross build and install netbsd(4.0) on freebsd (intel->arm).
I am doing what follows:

I. extracting sources to temporary directory,
II. Build kernel (no problem)
III. Build distribution (no problem)
IV. Install distribution (problems -- i don't have a root privileges).
Install shall be performed to a directory
mounted via nfsroot. Im using uboot. After installation, copying kernel into
a proper location,and starting
booting process, i Get

What's the actual difference between building distribution and release ?
