You can't, the exception rules out the way you could do it - by the time
you'd have a chance to do it any other way, it is too late - in order to
access a config file, filesystems would need to be available.
The only other way would be using boot -c, but in order for that to help
you'd first need a custom kernel with a custom config, and if you have
that, then you wouldn't really need anything else.
What's the problem with a custom kernel - everyone (IMO) should build a
custom kernel suited to their system's particular needs.
