I already wrote to noc%isc.org@localhost a while ago, because i'm
experiencing the same problems like Heinz.
I don't think the problem lies in DTAG's San Francisco POP (yes, DTAG
has PoP in SFO),
since kernel.org downloads (also ISC) are working most of the time properly
