problems about kernel compilation

Dear All,

I am trying to compile kernel of NetBSD 4.0.1.

I download syssrc.tgz from 
ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-4.0.1/source/sets/syssrc.tgz, and 
then I extract the file useing  "cd / ; tar xvzpf <FILENAME>".

Then "cp /usr/src/sys/arch/i386/conf/GENERIC 
/usr/src/sys/arch/i386/conf/GENERIC_IPSEC", and insert two lines" 
options IPSEC" and "options IPSEC_ESP" to GENERIC_IPSEC.

I click command "config GENERIC_IPSEC", while it prompts"config: not found".

To fix the problem, i down config.tar.gz, and extract it, the above 
problem still exists.

What should I do to fix the problem??
