NetBSD pf/ALTQ fair-queueing?

I would enjoy seeing this feature in NetBSD and so would like to
suggest it's import into NetBSD. I unfortunately don't have the time or
experience to help with the port but I'd probably have the time to help
test if it did ever make it in.
