src/external and old directories



 Hi.

 Some programs and libraries have moved to src/external. Some old
directories were removed, but others still exist.

For example

 a) -current's src/lib/libl:
    It was removed from src/lib/Makefile.
    Is there any reason to leave src/lib/libl?

 b) netbsd-6's usr.sbin/tcpdump
    It was removed from src/usr.sbin/Makefile.
    src/usr.sbin/Makefile is broken because the SRCDIR points
    the old (nonexistent) directory.

Should we remove them? I've not checked for other programs.
