Not necessarily.  Here's one of the setups I use:

# raidctl -s raid1 | more
Components:
            /dev/dk0: optimal
            /dev/dk1: optimal
            /dev/dk2: optimal

which means that if the wrong drives become dk0/1/2, I'm well and truly hosed.
