You mean, specifically, equivalent to reducing the duty cycle of a CPU?

This has not been removed, but instead the CPU power/thermal features are
now (pseudo-)devices instead of compile-time #ifdefs; see acpicpu(4),
est(4), coretemp(4), powernow(4), odcm(4), and viac7temp(4).
