rootfs on fxp remains broken for i386

I've been always practicing network installation via
pxeboot and found that fxp(4) remains broken in
200902270000Z iso image.

rootfs on fxp0 did work with 200812310000Z (5.99.5)
and has gone wrecked sometime in Jan and keeps
broken through Feb and today.

The symptom is no DHCP/BOOT udp request is seen
when;

nfs_boot: trying to DHCP/BOOTP

then;
nfs_boot: timeout... 
and falls backs to
nfs_boot: trying to RARP (and RPC/bootparam)

Link auto-negoctiation restarts and SW LED lits
again, but not broadcast UDP can be seen.  I checked
5.99.5 today and found it's fine with the same HW;
