pkg_install-renovation merged

Hi all,
I've just finished the merging of the new pkg_install into
pkgsrc/current and NetBSD/current. As this chances a lot of the internal
code, it is quite possible that bugs crept through the testing so far.

Please report any issues you hit. I do advise you to run
"pkg_admin rebuild" after updating in the case of src users, as there is
one important case where the old version did not correctly keep the
caches up-to-date.
