I think you just need to have tools available.  You must have
previously built without setting -T and decided to use the
directory you mentioned. makes those TOOLDIR's like that as of:
 Revision 1.168 / (download) - annotate - [select for diffs], Sat Apr
7 14:49:40 2007 UTC (16 months, 1 week ago) by apb

and I think it had some other defaults before that, but I'm not sure
exactly how it acted.
