Almost everything under http://ftp.NetBSD.org/pub/NetBSD 
is also available under ftp://ftp.NetBSD.org/pub/NetBSD and 
rsync://ftp.NetBSD.org/NetBSD, so you can use commands like this to 
download in a way that allows interruption and restart:

rsync -v --partial --progress \
  rsync://ftp.netbsd.org/NetBSD/misc/repositories/fossil/src.fossil \
  rsync://ftp.netbsd.org/NetBSD/misc/repositories/fossil/pkgsrc.fossil \
  ./
