That goes against the "vendored code bad" principle.   We'd also not get
bugfixes to autoconf.

I wonder if svmcvs works with devel/autconf213 :-) But seriously there's
269, and repointing to that seems easy.   Well, it needs a tools name,
but not that hard.

I can reproduce a failure by adding GCC_REQD+=14 on NetBSD 10.  No
surprise.
