gettext-1.0

I've made an update for gettext to 1.0. The current 0.22.5 is two years old, so it's time to refresh it.

Because many packages depend on it, I've put it on wip/ (but I didn't adjust paths from devel to wip, so testers need to do it manually, or build packages one by one).

Please, test it, and let me know if I can commit to base.
