Merging ncurses and ncursesw

I've fallen down the rabbit hole while investigating the python311 vs 
ncurses fallout, and found a huge mess.  I'm in the process of cleaning 
it all up, but there is one thing I'd like to propose separately.

I don't think it makes any sense to continue with the split packages of 
devel/ncurses and devel/ncursesw.  As far as I can see we are alone in 
doing this amongst packaging systems, and it just causes problems.

Much of the cruft in devel/ncurses{,w}/builtin.mk that I am cleaning up 
was moved over 10 years ago now to mk/curses.*, and while having a split 
may have made sense back in 2006, I see no reason for it now.

Please let me know if there is something I'm missing.
