pkg_admin rebuild-tree

I think the reason it hasn't been fixed in pkg_install directly (IIRC
it happens anytime package A depends on an exact version of package B)
is that running pkg_admin rebuild-tree is easy and pkg_install is
difficult and cranky to work on. But I forget the details...
