Ok, regarding the grammar build, learnt that this commit changed
things:

So if I do a `MAKE_ENV+= HELIX_DISABLE_AUTO_GRAMMAR_BUILD=true` then
we can carry on fetching grammars as we were.

Will try to take a proper look through the patches and then propose a
proper update to get us to 23.05; 23.10 is now out so we are currently
two versions behind.
