I'd consider introducing something like PHP_INCDIR etc. both for the
ALL_ENV and for the PLIST. That means the initial pass can be done
without changing the behavior and the actual multi version step should
be localized to lang/php. That allows a clean bisect as well. The
REPLACE_PHP part should certainly be the first.
