With cvs the cost of > rototil is too heavy. Same reason we still have patch-aa in some places. Also pkgin fug and pkg_rolling-replace should be able to cope with tracking renames. We sort of have metadata in CHANGES, but I'm not sure it's really as machine-readable as we think it is.
