File a bug with upstream pointing out that pandoc is nonportable
(because of haskell) and ask that they ship a pre-converted
mandoc-format man page in their distfile.  Failing that, perhaps do it
yourself and host a secondary distfile.

By definition a manpage is something that "nroff -mandoc" can format, so
I don't follow your question.
