It used to be that pkgsrc would successfully install a new pkg_install
from pkgsrc when the version in base was too old, without (AFAICR)
requiring any particular manual intervention.

Has this scheme broken in the intervening years since it was last
necessary, or did we forget to use it and put something else in place
that didn't quite work?
