Yes, we build packages on RELEASE for the userland part.
As long as the ABI is stable we can update to _STABLE (or we could even
just update selected bits) as long as there are good reasons to do so
(this one would obviously qualify). But we need to be made aware that
such a pullup is needed for package build stability.
