Hello All

I have imported cliqz into pkgsrc-current as www/cliqz.

I have gone through the process of adding it in the SUBDIRs entry and
also updated CHANGES-2019 with the appropriate message.

Hopefully I have done things correctly and not broken anything
*fingers crossed*.

Thank you to all those who helped me review this package for importing.
