stdc++.so.8 on netbsd-8

We are having a problem where stdc++ is at major 8 on netbsd-8, but
pkgsrc-built compilers are at 7.

Can someone explain if we are deviating from upstream, why, and what we
should be doing to make all the pkgsrc gcc entries match?  Or why I'm
confused and they shouldn't?   Really, please answer the question I
should be asking :-)

Put another way, what is the grand plan for stdc++ major versions?
