I think we already have one. Including "oss -pulseaudio" in
PKG_DEFAULT_OPTIONS actually works remarkably well. My NetBSD laptop is
entirely free of pulseaudio (and consolekit), with no other effort
required.
I don't know that all pkgs honour the option (in particular, I'm not
running any of the major DEs), but it seems to me that the
infrastructure is there and basically working. Making sure that the
"pulseaudio" option is used by all relevant packages may require
further work, but presumably that is work that one would have to do in
any case.
