Yes, I noticed this.

Okay, pkg_admin rebuild finds:

killed the pkg_rr in progress and ran it again removing '-X pkg_install'
(BTW I'm using pkg_rolling-replace -suv -L/var/tmp/pkgrr)

First off, I found it a bit strange that the check issued two messages instead of the usual one:
> rr> pkgtools/pkg_install - pkg_install-20150901
> rr> pkg_install-20150901nb1 < pkg_install-20160410nb1 (has binary package)
> rr> pkgtools/pkg_install - pkg_install-20150901
> rr> pkg_install-20150901nb1 < pkg_install-20160410nb1 (has binary package)

but later it still fails:
