   pbulk and distbb depends on DEPENDS and BUILD_DEPENDS.

For what it's worth, pbulk relies only on _ALL_DEPENDS as handled in
mk/pbulk/pbulk-index.mk.  It is not currently aware of the
BUILD_DEPENDS/TOOL_DEPENDS distinction for cross-compilation, but it
still works for native compilation.
