generally they seem not to.

If it's someone who's really up to debugging, presumably they'd glance
at the makefile.   Generally I do that because I'm expecting to add
CONFIGURE_ARGS+= --foo

pkg-specific option help text seems reasonable conceptually, but I am
not aware of it existing.
