If a pkgsrc version of pkg_install is present, it should always be
used. However, the only common way, AFAIK, to get the base version
used instead by accident is to have $PATH set wrong. Unfortunately,
base still comes with $PATH set wrong by default, because the notion
that having /usr/sbin before /usr/pkg/sbin is wrong is still for some
reason controversial.

It is a tempest in a teapot, however.
