I hereby bestow upon you the authority to define what "panel, panel
applets, terminal, gnome-session, etc." is, exactly, in particular the
"etc.", and create a gnome-base package according to that.

IMO a GNOME user, installing from a binary package repository on a
machine from the last 5 years or so will really want meta-pkgs/gnome.
