PKG_DEVELOPER and yes|no values

Most (all?) of pkgsrc boolean variables use yes|no values.
While PKG_DEVELOPER doesn't. It is checked using defined(PKG_DEVELOPER).
I assume this is a bug. Can anybody fix this?
