This may not always be a good assumption. I'm not sure yet how it's actually done in the OLPC, but there's a device in the OLPC that stays on even when the CPU is off - the wireless device. It remains on and running at very low power in order to maintain the mesh network. So it would be wrong to power it off when powering off whatever bus it's on. I mention this only to point out that the mechanism you're proposing will probably at least need to have exceptions.
